HSE (Health & Safety Executive) Guidelines
The HSE governs workplace health, safety and welfare and guidelines are freely available online. However, The Construction (Design and Management) Regulations 2015 deal specifically with managing health and safety in the construction industry and the guidance covers toilet and washing facilities.

It is a legal requirement to have toilets on a building site and the number will depend on the size of the workforce. ‘Suitable and sufficient’ facilities must be provided, with a minimum recommended ratio of 1 toilet for every 7 people working a 40-hour week.
Washing facilities on a construction site
The HSE states that ‘suitable and sufficient washing facilities, including showers if required by the nature of the work...’ should be provided, with hot and cold running water, soap and paper towels. Basins for handwashing should be deep enough for hands and arms to be washed up to the elbows.
The HSE also stipulates that toilet and washing facilities must be maintained in a ‘clean and orderly condition’.
